Is it possible to configure my router to where a certain computer can only process so much information at a time??? The problem is Im trying to play xbox live and it lags when somebody uses the computer which is also plugged into my router. Is there a way to give the port on the router where my xbox is more of my 768 kbps bandwidth??

More than likely your router isn't going to be sophisticated enough to do this. A higher end router would allow you to configure QoS (Quality of Service) by configuring different queues for different types of traffic and then set priorites for each of the queues.
