Networking?

We have an AT%26amp;T business line rated at 3mbps down going into a Netopia router serving 10 desktops. My problem is, we're loosing IP's for some of our desktops, approximately 5 (DHCP) cannot access the network or the internet. The other 5 are static IP's and we have no problem at all with these desktops. Also the bandwidth is terrible, we're seeing extremely slow speeds accessing the network and the internet, no where near the advertised 3mbps, or even 2 for that matter. AT%26amp;T does not seem to want to help us, and they are the only guy in town here. Any ideas will be greatly appreciated.

Networking?
Get a router and put it on one of the static IPs. Then use it to supply DHCP addresses to the internal network.

I usually use addresses like 10.10.10.x with a mask of 255.255.255.0 when I'm setting up private networks. Those are intended for private subnets, and it's easier to type and less error prone than 192.168.x.x addresses. (By the way, the router's address will be 10.10.10.1; that leaves 10.10.10.2 through 10.10.10.254 for your network. Don't use 10.10.10.0 or 10.10.10.255.)

As for bandwidth, threaten to sue. That may get their attention. You have a basis for it because they have said the line is rated for 3 megabits.
